Three police cars and two ambulances attended an incident on The Ride, off Billacombe Road, near Chelson Meadows, this afternoon.
A man was seen being restrained in handcuffs by police during the incident before being taken into a police vehicle.
He was later removed from the vehicle and was seen on the ground appearing distressed as emergency crews dealt with the situation.
Two ambulances were also at the scene, with the man eventually taken into one of them.
The three police vehicles subsequently left the area, while the man was later seen leaving with his arm bandaged.
A woman was also at the scene and remained at the roadside after the emergency vehicles had departed.
The circumstances surrounding the incident have not been confirmed. We will update you when Devon & Cornwall Police give more information.
